Set the right PATH for ARM compiler and build tests in CI

Fix for the GitHub upgrade:

that broke our ARM workflows because it changed the value of
the ANDROID_NDK_HOME variable referenced in our PATH.

Github Actions allows us to use up to 20 workers.
This way we can launch multiple different checks
at the same time and optimize the overall time
the CI takes a bit.
